Main Duties and Responsibilities
Strategy and Planning
- Develop, maintain and use a long-term financial model for the Trust which captures the impact of regulator and commissioner policies on the Trust’s finances across all three key financial statements, on the Trust’s activity and workforce, and which captures the impact of the Trust’s strategic initiatives (e.g. CIP plans, service transformation, etc.)
- Understand and clearly present the implications of the long-term financial modelling for the Trust to the Deputy CFO and CFO and support them to present these implications to the Trust’s executive team and Board
- Analyse the risks associated with the Trust’s financial strategy and plans and present these clearly to senior decision makers including non-finance staff
- Work with the Head of Finance Strategy and Planning, the Director of Financial Planning and Investment and the Workforce and BIU team to develop and present to the Executive and the Board detailed operational plans including risks and opportunities and following Board approval submit plans to NHS England on time and in the correct format
- Lead Finance work with BIU and Workforce colleagues to triangulate operational plans across finance, activity and workforce before submission to NHS England
- Draw on the analysis set out in the financial strategy and plans to support the CFO to engage in discussions with the regulator and system partners about potential strategic changes, drawing out the key aspects for King’s of external proposals and presenting supporting analysis clearly
- Accountable for developing and delivering strategy, promoting innovation and supporting operational excellence in the Trust. The post holder will work with highly complex data, facts and situations requiring analysis, interpretations and comparisons on a range of options and making decisions on the most appropriate approach
- To lead the provision of financial input and advice regarding service reconfigurations and major business cases, including challenging and verifying financial assumptions being made in the local health economy to ensure that plans are made on a robust financial basis that maximise value for money
Reporting, Analysis and Continuous Improvement
- Lead work on at least two of the team’s three key areas of focus – efficiency tracking and reporting, capital budgeting and monitoring, and/or investment approvals, by:
- Leading production of high-quality reporting for King’s Executive and the Trust Board as required setting out the latest position on the areas the post holder is leading on
- Managing the work of the team to ensure that all key outputs can be delivered within the resources available and that there is sufficient resilience to cope with periods of sickness or annual leave while maintaining key outputs
- Identifying and pursuing opportunities to improve the team’s processes or outputs
- Ensure compliance with relevant NHS England requirements for the area of responsibility.
- Make links with colleagues inside and outside the finance department who depend on the outputs of your team to understand strengths and opportunities for improvements in the key outputs
- Where opportunities for improvement are identified, determine the strategic planning of department or directorate projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingencies necessary
- Ensure projects and initiatives are delivered on time, to quality standards, and in a cost-effective manner, adjusting plans as required. Highlight exceptions and risks, ensuring mitigating action is taken to keep the programme on track
Requirements
The Financial Planning and Strategy team is responsible for:
- Leading development of the Trust’s operational plans for future years, working with the Business Intelligence Unit and the Workforce Team and of the Trust’s financial strategy
- Allocating capital budgets, monitoring and reporting on deliver of capital plans and varying capital plans as required to ensure the Trust’s allocation is fully and productively used
- Supporting the Trust’s Investment Board by setting the Trust’s policy on business cases, reviewing business cases for additional expenditure and conducting post-implementation review of business cases to ensure that benefits have been successfully delivered and any lessons learned fed into future business case development
- Monitoring and reporting on the Trust’s Cost Improvement Programme
The Senior Financial Planning Manager will be the deputy head of Financial Planning and Strategy, working with the Head of Financial Planning and Strategy to ensure that the team is working well to deliver all of the team’s functions, line managing two of the three Financial Planning Managers in the team and deputising for the Head of Financial Planning and Strategy when they are not available. The Senior Financial Planning Manager will in particular lead the team’s work on financial modelling, ensuring that the Trust can forecast the impact of changes in policy from NHS England, South East London and other ICBs or wider financial regulations on the Trust’s financial strategy and plans.
In more detail, the Senior Financial Planning Manager will:
- Lead work to model the long-term financial implications of planning guidance and other developments for the Trust’s financial strategy, maintain the Trust’s Long Term Financial Model and update it as required
- Communicate the forecasts from the long-term financial modelling work to the CFO, Executive, Trust Board and regulators in Board papers, planning submissions and through aural briefing
- Support the Head of Financial Planning and Strategy and the Director of Financial Planning and Investment to work across the Trust to develop, gain approval for and submit to regulators high quality financial plans to deadlines required
- Lead work on and serve as a trusted advisor to the CFO and other senior leaders on at least two of the team’s main responsibilities of capital planning, efficiency reporting and investment approval
- Deputise for Head of Financial Planning and Strategy, leading the work of the team when the Head of Financial Planning and Strategy is not available
- Support other work across the team and the Department as required
