SUMMARY
The Division Chief – Clinical, as member of EMS Command Staff, provides executive oversight of clinical performance for MCHD and affiliated First Responder organizations. This position is responsible for system-wide clinical governance, quality improvement, education and workforce development, regulatory compliance, and implementation of evidence-based clinical initiatives. Through collaboration with EMS leadership and the Medical Director, the Division Chief – Clinical ensures continuous advancement of patient care quality, measurable clinical outcomes, and alignment of clinical practice with organizational and fiscal objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Develop, administer, and ensure fiscal accountability for the Clinical Division operating budget in alignment with organizational financial objectives.
- Establish and model a service-oriented culture aligned with organizational values and goals.
- Participate in the Administrator-On-Call system.
- Perform other duties reasonably consistent with this senior leadership role.
- In partnership with the Medical Directors and Assistant Chief of EMS, oversee development, implementation, maintenance, and revision of Clinical Guidelines.
- Provide senior leadership for the identification, approval, implementation, and performance monitoring of new clinical initiatives and evidence-based care advancements, ensuring successful system-wide adoption through policy integration, training, compliance oversight, and measurable outcome evaluation.
- Oversee credentialing of MCHD personnel and affiliated responder agencies.
- Ensure compliance with all regulatory requirements, including controlled substance management.
- Monitor national standards of care and implement system improvements as appropriate.
- Coordinate clinical research initiatives when available.
- Advise the Chief of EMS, Assistant Chief of EMS, Medical Directors, and Board of Directors on clinical matters as necessary.
- Maintain a comprehensive continuous quality improvement system in collaboration with Quality and Process Improvement.
- Identify, track, analyze, and report clinical quality metrics and risk indicators; develop and oversee corrective action plans.
- Ensure the patient care record system supports regulatory compliance, data integrity, and performance analytics.
- Assure timely, constructive, and actionable clinical feedback to crews in coordination with EMS Operations and Clinical Services.
- Design, implement, and oversee training programs for new and existing staff and affiliated responders.
- Oversee all EMS educational course offerings.
- Provide leadership, supervision, and professional development of the EMS Captain. including lead on quarterly meetings.
- Provide oversight of EMS field training and monitored clinical instruction.
- Coordinate Community EMS education initiatives.
- Ensure credentialed EMS personnel maintain required field hours.
- Develop staff through structured training, education, performance feedback, and ongoing professional growth initiatives.
- Collaborate with EMS Operations leadership to ensure clinical and operational goals are aligned and achieved.
- In collaboration with the Medical Directors assist in coordination, evaluation, and oversight of District Chiefs.
- Maintain strong working relationships with affiliated responder agencies and the local medical community to ensure continuity of care.
- Coordinate with Materials Management to ensure adequate medication supply and clinical resource availability.
- Promote high levels of customer satisfaction across the EMS system.
- Participate in MCHD Disaster Operations as part of the EMS Command Staff.
Field Requirement
- Complete a minimum of 8 hours per month in the field on an ambulance as a third rider for clinical observation and system engagement.
- If not field credentialed, may not engage in patient care or fill vacancies as a second crewmember.
- If credentialed as a PRN field employee, may engage in patient care and fulfill this requirement as an active second crewmember.
- Field time beyond the 8-hour monthly requirement and outside scheduled administrative hours must be clocked in and compensated at Department Rate Overtime (DRO) when functioning as an active second crewmember.
SUPERVISORY RESPONSIBILITIES
Directly supervises the employees in the Department of Clinical Services and clinical supervision of all credentialed providers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
MINIMUM QUALIFICATIONS
- Bachelor’s degree preferred; and a minimum of 7 years related experience and/or training.
- Specialized training or experience in quality improvement, curriculum development, customer service efforts and pre-hospital care is preferred.
SKILLS and KNOWLEDGE
- Proficient word processing, database, and spreadsheet skills required. Basic Email and internet skills required. A basic understanding of medical databases and data reporting and analysis is required.
- Clinical authorization as an Attendant Paramedic must be obtained within 180 days of employment.
CERTIFICATES, LICENSES, REGISTRATIONS
- Current Texas Driver’s License required.
- Remain insurable by the current insurance vendor of MCHD.
- CPR, Pre Hospital Trauma Life Support, Advanced Cardiac Life Support, Pediatric Advanced Life Support or equivalents required.
- Texas Department of Health Services EMT – Paramedic or Licensed Paramedic certification is required.
